Detaching a fork from an upstream repository requires the assistance of GitHub support. Visit the GitHub Support and enter detach a fork in the search bar. Click on the Our virtual assistant can help and answer some questions and a ticket will be raised to detach the fork. In particular you can detach the fork from upstream and retain all of your downstream forks.
